Lowell Anderson is the son of the founder of Cloud 9, Doug Anderson, and is responsible for making Cloud 9 an international brand. He comes across as an innovative businessman who suggests out-of-the-box ideas for the store and it's employees, but is also shown to be rude and cruel to the employees and anyone else beneath him in power. He is portrayed by actor Dave Foley.

Cheyenne mistakes Lowell for a customer when he takes a bag of chips from a display and starts eating from it. Glenn immediately recognizes him and introduces himself and Cheyenne to him before taking a photo. In the Break Room, Glenn and Dina, in awe and excitement, introduce Lowell to the rest of the Cloud 9 employees. Glenn reveals to everyone that when his family hardware store, Sturgis & Sons, went out of business due to the new Cloud 9 store opening, Lowell "treated his dad kindly about it" and took him out for dinner the night the store closed for good, much to Jonah's concern.
Lowell begins to insist on some radical changes to the store, such as for the employees to take off their vests, Glenn to get a new haircut, and for the products to be sold without their packaging. He diminishes Cheyenne for her lack of "out-of-the-box" thinking much to her annoyance and disgust as he sneezes into a towel and then puts it back. At the registers, customers can be seen annoyed at Lowell's new ideas despite him claiming its an exciting innovation. After Elias accidentally drops a TV after trying to take it out of it's box, Cheyenne snaps at Lowell and tells him that his ideas are bad and that he isn't the genius he proclaims himself as. Glenn walks in (with his new haircut) right as she says this and gets upset at her for insulting Lowell.
In Glenn and Dina's Office, Lowell admonishes Glenn for not writing up Cheyenne for her outburst. Lowell reflects on how Glenn is much like his father, not willing to show people "who's in charge". Lowell then cruelly reveals to Glenn that the night he took his dad out to dinner, he promised that he would save Sturgis & Sons if Glenn's father ate a can of dog food; despite Glenn's father doing the deed, Lowell closed his store anyways. Lowell and Glenn approach Cheyenne and Mateo, with Lowell seemingly pressuring Glenn to punish Cheyenne. Before doing anything, Glenn changes his mind and tries to force Lowell to eat a can of dog food like he did to his father before. Lowell then takes the can of dog food and begins stuffing it into his mouth.
By the end of the day, Glenn, Mateo and Cheyenne see Lowell out of the store and suggest for him to bother other Cloud 9's in the St. Louis area. Lowell proceeds to casually reveal that Zephra is going to shut down a lot of Cloud 9 stores in their area before leaving.
